When root user logins, udev ACL are not longer changed to other users, even if root session is inactive.

Test scenario :
- vt1 : user a logins
- vt2 : user b logins
- switch to vt1 : device ACL are set to user a
- switch to vt2 : device ACL are set to user b
- vt3 : user root login
- switch to vt1 : device ACL are not set to user a but to root
- switch to vt2 : device ACL are not set to user b but to root
- switch to vt3 : logout root
- back to normal behaviour when switching between vts
