This is a bug similar to bug #6214.

When I cross-compile lib/Xt, then it want's to compile util/makestr with the 
cross-compiler, and not with the native compiler for the build-system.

$(CC_FOR_BUILD) does the right thing in the cross-compilation case as well as 
in the native-compilation case.
